State Grid claimed that it was "benefited" about 10 billion yuan due to sales price adjustment

From 1 June, the NDRC raised the non-civilian sales price of electricity in 15 provinces and cities. For the price adjustment, the State Grid pointed out that the price of electricity was not adjusted, the on-grid price was raised by 2 points, and the sales price was only raised by 1.67 points. The State Grid Corporation took on the difference.

Relevant persons told the Daily Economic News reporter that the increase in electricity prices has increased the profits of power generation companies, and it is expected that it will receive more than 20 billion yuan in the year. However, the difference of 0.33 points between the on-grid tariff and the sales price has brought a burden to the national grid. Lin Boqiang, director of the China Energy Economic Research Center at Xiamen University, said: "Each grid company is squeezed by 1 cent, which is equivalent to taking 30 billion yuan in costs."

National Grid "being concessed"

In the discussion on this round of “electricity shortage”, the “grieving profits” of the national grid was considered as one of the reasons for the “electricity shortage”.

In this regard, Shu Yinhao, deputy general manager of the State Grid, said in an interview with the media that there was no "profiteering" in the power grid. He said that the national grid has 2 trillion assets, but only 40 billion in profits, this profit rate is low in the world's enterprises and domestic central enterprises.

According to the State Electricity Regulatory Commission, the assets of the State Grid Corporation last year amounted to 2.1 trillion yuan and the total profit was 45.09 billion yuan, an increase of 348.3% year-on-year.

Although the national power grid can't be seen as "windfall profits" only from this set of data, the national power grid is still "rich" compared to the loss of power generation companies. According to data released by the China Electricity Council, from January to April of this year, the thermal power production business of Huaneng, Datang, Huadian, Guodian, and China Power Investment Corp., which provided more than half of the country’s total power generation output, suffered a loss of 10.57 billion yuan, which was higher than the same period of last year. 7.29 billion yuan.

The NDRC's "spread" portion of the reservation between the on-grid tariff and the sales tariff is also considered to be part of the National Development and Reform Commission's hope that the national power grid will "share profits" to share the cost pressures of power generation companies and ease the contradiction between supply and demand.

The National Development and Reform Commission previously stated that the advance of over a billion advances in electricity prices raised by 12 provinces and municipalities on April 10 was absorbed by the power grid companies, and the company’s on-grid tariff could not be reduced or disguised.

Pushing UHV projects

Prior to the sale price increase, Shu Yinhao, deputy general manager of the State Grid, once said that the “additional cost of electricity price adjustments will be borne by the State Grid and will inevitably affect the company’s profit situation.”

Just as profits have been weakened, the national grid is also actively promoting investment in UHV projects.

According to the State Grid, it is expected that the national power supply and demand situation in 2013 will be determined by the progress of construction projects for UHV and other cross-regional power grids and the approval and construction of supporting power projects. If these projects are completed, they can basically solve the problem of power shortage within the service scope of the State Grid; if not, the scope of power shortage will further expand and the situation of power shortage will further intensify.

State Grid Corporation of China stated in its second-phase ultra-short-term financing prospectus in 2011 that during the “12th Five-Year Plan” period, the company plans to increase its annual grid investment by more than 300 billion yuan, and the total investment scale for the five years will be 1.7 trillion yuan. Among them, UHV transmission construction costs about 500 billion yuan, two-thirds will be used for UHV exchanges.

Industry insiders expect that the State Grid will, on the occasion of this "electricity shortage," promote the opening of UHV projects. However, the high level of the State Council is more cautious about the UHV, and the approval of UHV projects has been stricter.

Han Xiaoping, chief information officer of China Energy Network, told Daily Economic News that spending $500 billion to build UHV projects is worthless, and there is no conclusion, and “it is better to adjust the economic structure instead of spending large sums to build UHV on a large scale. , so that high-energy-consuming companies are built in areas with surplus electricity."

In addition, there are doubts about the UHV construction within the State Grid. According to an official of the State Grid subordinate company who did not wish to be identified, some local power grids of the State Grid are undergoing company reforms, and there are still many uncertainties in the planning and construction of some UHV projects. Moreover, UHV projects have huge investments, strict approvals, and there are still a lot of work to be done to build UHV transmission lines locally.

Simultaneously broadcast the National Development and Reform Commission to increase part of the hydropower grid price for each intern reporter Chen Shuyang from Beijing

The recent measures taken by the National Development and Reform Commission regarding the adjustment of electricity prices show the efforts to ease the “electricity shortage” from both sides of supply and demand.

On June 2, the National Development and Reform Commission’s “Notice on Properly Adjusting the Electricity Price” published by the Chinese government’s website showed that in the 12 provinces and cities in Shanxi Province, such as Shanxi Province, Hunan Province, Jiangxi Province, and Anhui Province, thermal power generation was added on the basis of the increase in on-grid electricity price in April. The adjustment of electricity prices; In addition, the upward adjustment of the prices of hydroelectric power grids also appeared in the documents of the National Development and Reform Commission. The notice requires that grid companies and power generation companies should not arbitrarily increase or reduce the level of electricity prices regulated by the state.

Three Gorges and other hydropower grid price adjustment

The notice pointed out that the NDRC will verify and adjust the on-grid tariffs of some hydropower companies. According to the reporter's understanding, because there was no relevant news before this time, the hydropower price adjustment has caused great concern.

The above notification pointed out that the National Development and Reform Commission will verify the temporary settlement of the on-grid tariff for the Shijiazåž Guizhou and Hainan Daguangba II hydropower stations at 0.293 yuan and 0.39 yuan per kilowatt-hour respectively.

The notice specifically pointed out that the Three Gorges hydropower grid price will be adjusted. Specifically, after the Three Gorges underground power station was put into commercial operation, the on-grid tariff of the Three Gorges Power Station in Hubei was adjusted to 0.2506 yuan per kilowatt-hour, and the electricity price in other regions was increased by 0.19 cents per kilowatt-hour. At the same time, the landing price of electricity from the Three Gorges Power Station to various places has been adjusted accordingly.

According to the above notification, a larger range of hydropower companies will increase the price of hydropower access. The National Development and Reform Commission stated that in order to ease the operational difficulties of hydropower companies, the on-grid electricity price of the integrated power station in Guizhou Province was increased by 0.3 cents per kilowatt-hour; the feed-in tariff of the Sanbanxi Hydropower Station in Hunan Province was adjusted to 0.36 yuan per kilowatt-hour, Lingjintan, Hongjiang, and bowls. The on-grid electricity price of Mipo Hydropower Station was adjusted to 0.336 yuan per kilowatt-hour; the on-grid tariffs of Guangxi Yantan, Gansu Datang Ulin Temple and Chongqing Zhongdian Lionstan Hydropower Station were adjusted to 0.1612 yuan, 0.26 yuan and 0.3 yuan per kilowatt-hour respectively.

New part of "coordinated thermal power enterprise"

In other provinces (autonomous regions and municipalities) other than the above 15 provinces (municipalities), the on-grid electricity price of unified thermal power plants will also increase slightly.

Among them, Guangxi and Yunnan provinces (regions) coal-fired power generation enterprises increased by 0.5 cents and 0.3 cents per kilowatt-hour for coal-fired power generation enterprises; gas-fired power generation companies in four provinces (cities) in Beijing, Shanghai, Jiangsu, and Zhejiang had on-grid tariffs per kilowatt hour. Increased by 1 cent, 3.6 cents, 3.6 cents, and 3.6 cents respectively; on-grid tariffs for gas-fired power generation companies in Qinghai, Guangdong, and Fujian Provinces are not adjusted. The prices of on-grid tariffs for gas-fired power generation companies in other provinces (autonomous regions and municipalities) are the same as those for local coal-fired power generation companies.

To increase the on-grid electricity price of the unified power plant in some provinces (municipalities) as necessary. For some provinces (municipalities) such as Jilin, the price of integrated power plants that are lower than the local benchmark price will be adjusted more appropriately. The maximum price for on-grid tariffs for the Yunfu, Shaoguan and Pingshi Power Plants in Guangdong Province does not exceed 1.5 cents per kilowatt-hour, which is specified by the Guangdong Provincial Price Bureau.

At the same time, the NDRC also decided to appropriately increase the price of electricity transmission across provinces and regions.

Two provinces adjust "time price"

In addition, on the basis of the increase in the sales price of electricity in 15 provinces and cities, the above notification agreed that the Henan and Hunan provinces should adjust the peak-to-peak electricity price policy.

Henan Province was allowed to adjust the peak-to-hour electricity price policy on the sales side. Among them, the ratio of peak-to-peak electricity price at the sales side, and the electricity price at the peak time and the electricity price at the flat-day price was adjusted from 1.7 times and 1.5 times to 1.77 times and 1.57 times, respectively.

The National Development and Reform Commission also agreed to suspend the implementation of the time-phased peak-to-valley timeline, the wet and dry season electricity price policy and the sales-side seasonal season electricity price policy in Hunan Province, and appropriately adjust the peak-to-valley time-of-use price policy on the sales side. Among them, the peak price on the sales side and the price during the peak period rose by 0.25 yuan and 0.15 yuan per kilowatt-hour on the basis of the flat-rate electricity price, and the price fell by 0.2 yuan per kilowatt-hour in the low season.

At the same time, it was agreed that Shanxi Province will incorporate the original 1 cents power supply base construction fund into the sales price, which will be used to increase the on-grid electricity price of thermal power companies and to divert the contradictions of other electricity prices in the province.
