3. Bidder qualification requirements: Bidders who have not registered members on (China Picking Information Network http://) should first register

3.1 The tender requires that the bidder’s qualifications, performance, personnel, equipment, funds, etc. have the required construction capabilities:

(1) The bidder has an independent legal person qualification and holds a valid legal person business license issued by the administrative department for industry and commerce.

(2) The bidder has the Grade A (or above) level qualification for general contracting of port and waterway construction issued by the Ministry of Construction, or the Grade II (or above) qualification certificate for professional qualification of waterway engineering, and has a safety production license within the validity period.

(3) The project manager proposed by the bidder shall have the title of senior engineer of the port fairway or related professional, holding a registered building engineer's certificate of practice (including a valid registered temporary builder) of the port and waterway engineering profession and within the validity period. Safety training assessment certificate (Type B). The project manager must be the official registered employee of the company. The project manager of the parent company or the group company shall not be the project manager of the subordinate construction company. The project manager of the subordinate construction company may not participate in the bidding. The project manager of the following construction enterprise may not participate in the bidding as the project manager of the parent company or the group company. (4) Bidders and project managers have completed similar quality projects with similar quality from January 1, 2011 to the deadline for submission of tender documents. (5) The full-time safety personnel proposed by the bidder shall have an effective construction safety assessment certificate C. (6) The bidder did not participate in the project design, preliminary work, preparation of tender documents, and supervision work.

(7) The bidder has not been ordered to suspend business or the financials have been taken over, the basic accounts have been frozen, or the bankruptcy status has been exceeded.

(8) The bidder is not within the penalty period when the construction administrative department suspends or cancels the bid qualification;

(9) The materials submitted by bidders must be factual, true and accurate, and there must be no false materials (original documents for future reference).

3.3 Legal persons, other organizations or individuals that have a stake in the tendering party and may affect the fairness of the tender, shall not participate in the tender.
