The smart grid, a "concept" that has attracted global attention since its birth, has gradually developed in China. In 2009, China officially launched the smart grid plan. The plan called "Strong Smart Grid" is divided into three stages. The first phase (2009-2010) focuses on the development of standards for development plans and various technical solutions. The second phase (2011-2015, the twelfth five-year plan period) is a comprehensive construction phase, covering all aspects of transmission, distribution and users. The third stage (2016-2020) is the improvement stage. Now China is in the second stage. Most of the previously completed parts are the construction of transmission systems, and now the focus is on the distribution system. This is the status quo of China's smart grid market.

Why is the power distribution system?

Like all public utilities in the world, the main driving forces for the development of China's distribution system business are the reliability of system services, the economic benefits of power system planning and operation, improved asset utilization, and environmental sustainability. Therefore, "smart" applications of smart grid distribution systems will include: substation automation; fault location, isolation and recovery (FLISR); comprehensive control of voltage and reactive power; asset condition monitoring and asset management; combined distributed energy (IDER); Distribution management system (DMS) and its outage management system, enterprise IT system (such as GIS geographic information system, CIS user information system, work management system, mobile worker job management system and data analysis engine) and advanced meter infrastructure (AMI) integration. In the five years of this second phase, China will carry out these constructions in all first-, second-, and third-tier cities and rural areas.

What products do we need?

This means that the market will generate a lot of demand for computer servers, communication infrastructure, field sensors and control devices, and host computer stations that support the above-mentioned series of high-end applications. At present, China's distribution management system already has the integration of fault location, isolation and power supply recovery system (FLISR), power outage management system and some form of integrated voltage and reactive power control, but it still cannot effectively support IDER, asset management and enterprises Integration of IT system and AMI system.

We need standards

What needs to be realized is that the realization of the smart grid is a dynamic process. New requirements will give birth to new functions. Therefore, the master station must be able to adapt to the changing needs of different power companies at different times. Some power companies may install FLISR first, and then install other devices such as IVVC a year later or later. This means that the installed system should be open, modular and extensible, and all smart grid markets require uniform standards for adding applications to the master station. Therefore, the adoption of the IEC61968 standard (International Electrotechnical Commission standard) is the key to success.

At the same time, the market space for field equipment is also very large. These devices will be used to communicate with the master station and then initiate control measures, including: line switches, switching devices, capacitor combination controllers and sensors. Power companies will want to be able to purchase these devices again in response to demand, and also to purchase them from different suppliers with the lowest life cycle cost. Therefore, these field devices must also comply with industry communication standards (for example: if the supplier's products can meet the IEC61850 standard, it will play a key role in the supplier's competitiveness in the market). In this way, distribution power companies can obtain the benefits of cost-effective smart grid applications.

Because there are only two state-owned power grid companies in China-State Grid Corporation and China Southern Power Grid, these standards can be quickly established. State Grid Corporation dispatched a group of technical experts to study international standards, and made every effort to develop standards suitable for China. In the international market, many stakeholders need a long period of public opinion to determine the setting of standards, but China can use the government's push to set these standards very efficiently. Therefore, a series of draft application standards for power distribution systems are in place.

Another market driver for field devices

There is another market need for field equipment. Currently, field devices in China are composed of two different components, namely front-end communication and control mechanisms. If these two components can be integrated into one device, the device will be more efficient and will also reduce the burden of operation and maintenance of many devices.

At the same time, since the smart grid is built on the layer that covers the information infrastructure on the power transmission grid, if these integrated devices can contain embedded software, they can be run in a distributed smart mode without the need for each The equipment only operates after communicating back and forth with the master station, otherwise, once a communication failure occurs, the "smart control system" master station cannot monitor the operating status of the power system.

market expectation

Establishing such standards in China and including them in power distribution system products has other important advantages for suppliers. Those who can provide this solution will be able to provide a set of "integrated and interoperable smart grid solutions (IISGS)" for the distribution system, which can also solve the "interoperability" issue that is a concern in the industry . In this way, as the first batch of suppliers to grab the market, they will more easily open up the international market.

Compared with other international competitors, these suppliers also have a price advantage. Since the cost of IISGS will be very low, power companies can more easily achieve the smart grid blueprint for commercial benefits, thereby further promoting the realization of smart grid distribution systems.

The distribution system of China's smart grid is now mature. Unlike the transmission system of the smart grid, the distribution system market is open to competitors. China has played an important leading role in the establishment of these standards, which paved the way for China to provide IISGS solutions for power distribution systems. This market covers the main station, communications infrastructure and field equipment. Once established in the Chinese market, these suppliers will easily enter the international market.
