GB19043-2003 "Energy efficiency limit value and energy efficiency rating of double-ended fluorescent lamps for general lighting" and GB19044-2003 "Energy efficiency limit value and energy efficiency rating of self-ballasted fluorescent lamps for general lighting" are two energy-efficiency standards for fluorescent lamps, which is the standardization of the fluorescent lamp industry in China. The key basic work of demand and improvement of the overall level is also one of the key tasks of the implementation of “Green Lighting Project”. These two standards were officially promulgated by the General Administration of Quality Supervision, Inspection and Quarantine on March 17, 2003 and will be officially implemented on September 1, 2003.

I. Overview of the main contents of the standard These two standards are national standards with mandatory provisions. There are three main aspects:
The first content is the division of the energy efficiency rating of fluorescent lamps. Energy efficiency classification can provide consumers with overall energy efficiency information of products, and can be used as a technical basis for implementing energy efficiency labeling of energy products.
The energy efficiency standards of the two fluorescent energy efficiency standards are all based on the three-level system. The principle of classification is: Level 1 is the target value. Currently, there are no or only a few products on the market, which is only about 5%; Level 2 is advanced and efficient products. It is the energy-saving evaluation value. Products that reach level 2 are certified to obtain the energy-saving certification mark, which accounts for about 35%; level 3 is the energy efficiency limit value, and level 3 or above accounts for about 90%, and level 3 or below is the elimination product. It is forbidden to sell in the market, about 10% of the elimination.
When making the energy efficiency rating, first make a color judgment, and then assess the light efficiency and the 2000-hour lumen maintenance rate according to the corresponding requirements.
The second content is the energy efficiency limit requirement for fluorescent lamps, which is a mandatory clause in the standard and will be implemented as a mandatory indicator. The energy efficiency limit value is the minimum energy efficiency value of the country's permitted products, and the products below this value are products that are explicitly eliminated by the state. The products with low energy efficiency not only consume a lot of energy, but also increase the user's expenditure on energy consumption. According to the relevant provisions of the Energy Conservation Law of the People's Republic of China, the energy efficiency limit value in the standard is for the fluorescent lamp industry. The supervision and management to prevent products with low energy efficiency from entering the market is the basis for the country to eliminate high-energy fluorescent lamps.
The third content is the energy-saving evaluation requirements for fluorescent lamps, which are recommended indicators and are the technical basis for energy-saving product certification. Energy-saving product certification is an important energy-saving management system stipulated in China's Energy Conservation Law to guide and encourage enterprises to improve energy efficiency of products. When the fluorescent lamp is a qualified product that meets the energy-saving evaluation requirements, it can apply to the National Energy-Saving Product Certification Center for energy-saving product certification and obtain the energy-saving mark and certificate issued by it.
In addition, in order to explore China's energy efficiency “advanced standard” model, according to the deployment of energy-saving authorities, the target energy efficiency limit value is added to the energy efficiency standard of double-ended fluorescent lamps. The target energy efficiency limit provides an energy efficiency limit indicator that will be effective in 2005. This indicator provides a national energy policy information for product manufacturers, enabling enterprises to have time to improve energy-saving technologies for energy-using products, improve product structure and production processes, so that product energy efficiency can be steadily improved in a benign environment.

Second, the introduction of energy efficiency standards for double-ended fluorescent lamps

2, product classification Because energy efficiency standards are mainly used to regulate a large number of mainstream products, it is impossible to cover all products, so refer to the detailed classification of double-ended fluorescent lamps products given in GB/T10682, according to various products In terms of social usage, the most commonly used 14W~35W double-end fluorescent lamps for general lighting on the market are included in the energy efficiency standard, and other types of double-ended fluorescent lamps are not considered. In this standard, the products are divided into three categories according to the power range: 14W~21W, 22W~35W, 36W~65W.
3. Technical indicators The energy efficiency rating determines the energy efficiency rating of double-ended fluorescent lamps according to the principle of energy efficiency classification, the current production status of domestic double-ended fluorescent lamps, and the results of engineering analysis and technical economic analysis.
Energy efficiency limit (level 3)
According to the principle of energy efficiency classification, and considering that it is consistent with GB/T10682, the energy efficiency limit value (level 3) is set at 92% of the luminous efficacy value specified in GB/T10682. Products below the energy efficiency limit will be banned from entering the city's energy efficiency rating (level 2)
The energy-saving evaluation value is the basis for energy-saving product certification. Any product that can meet or exceed this value and pass the audit and approval of the energy-saving certification body can paste the energy-saving mark on the product, so that consumers can quickly select high-efficiency energy-saving products. According to the principle of energy efficiency classification, products can only apply for energy-saving certification if they reach level 2 or higher.
The minimum luminous efficacy (energy-saving evaluation value) of the second-grade products is determined by the specified luminous efficacy values ​​of various T8 products (18W, 30W, 36W) in GB/T10682. In the halogen powder lamps currently on the market, in addition to the T8 products, other T12, T10 and T9 fluorescent lamps are difficult to meet the requirements of energy-saving evaluation values, and the determination of the value of energy-saving evaluation can ensure the production of those with strong technical strength and advanced equipment. Manufacturers' T8 products can meet the requirements of this energy-saving evaluation value, and those manufacturers with poor production conditions and relatively backward technology need to carry out technical improvements in order to meet the requirements of energy-saving evaluation values. Of course, the three primary color lamps can meet such requirements, and this is one of the purposes of the energy efficiency standard? Encourage the development of fluorescent lamps in China towards the three primary colors.
For high-efficiency series (14W, 21W, 28W, 35W) double-ended fluorescent lamps using three-primary phosphors, the energy-saving evaluation indicators for halogen powder T8 in the standard are too low, so these four high-efficiency doubles The energy-saving evaluation value of the end fluorescent lamp product is set to the first level of the energy efficiency level in Table 1, and the energy-saving evaluation values ​​of the other double-end fluorescent lamps are the level 2 of the energy efficiency level in Table 1.
Target energy efficiency value (level 1)
The minimum luminous efficacy (target energy efficiency value) of the first-class product is set to the standard value of the "high-frequency preheated cathode fluorescent lamp" specified in GB/T10682 or slightly adjusted. The light effect of the 14W~21W double-ended fluorescent lamp 1 grade product is set on the nominal light efficiency of the 14W "high frequency preheated cathode fluorescent lamp"; the luminous efficacy of the 22W~35W double-ended fluorescent lamp 1 grade product is set at 28W "high frequency preheating" The nominal efficacy of the hot cathode fluorescent lamp is determined; and the efficacy of the 36W~65W ​​double-ended fluorescent lamp grade 1 product is determined based on a slight adjustment of the nominal value of the light effect of the product. The nominal luminous efficacy of the T8 tri-color lamp is not taken here. The nominal luminous efficacy of the T5 lamp is to prevent the inferior T5 lamp from impacting the high-quality T5 lamp's common target energy efficiency limit value (advance indicator).
The target energy efficiency limit value is set to the nominal luminous efficacy value of the T8 (18W, 30W and 36W) double-ended fluorescent lamps specified in GB/T10682. The purpose of this regulation is to eliminate the T12, T10 and T9 low-efficiency double-ended fluorescent lamps using halogen powder, and encourage and vigorously promote the development of the fluorescent lamp market to the T8 and T5 lamps of the three primary colors. Due to the decrease in the price of the tribasic toner, the amount of the tribasic toner used in the three-color thin-tube fluorescent lamp is smaller and the cost is lower, which is not much higher than the cost of the thick-tube double-end fluorescent lamp using the halogen powder. However, if a trichromatic fluorescent lamp is used in a double-ended fluorescent lamp of a thick tube, the cost is increased too much because a large amount of phosphor is required. Therefore, it is feasible to develop the fluorescent lamp market in the direction of tri-color T8 lamps and T5 lamps.
The target energy efficiency deadline is effective on August 1, 2005.

Third, self-ballasted fluorescent lamp energy efficiency standard introduction
1. Scope Considering the coordination with GB/T17263 "Performance requirements for self-ballasted fluorescent lamps for general lighting", the applicable scope of energy efficiency standards is: "Rated voltage is 220V, frequency is 50HZ, rated power is 60W and below, common For self-ballasted fluorescent lamps, which are used for lighting, which integrates start-up control and stable ignition components, this range is also applicable to the performance standards and safety standards of the International Electrotechnical Commission and national standards for self-ballasted fluorescent lamps. Unlike GB/T17263, the energy efficiency standard does not apply to covered lamps. Because the lamp with cover is under development, GB/T17263 is a minimum requirement for the light effect of the cover with no less than 80% of the efficiency of the bare light. The current research is not enough for the indicator of the lamp with various energy efficiency levels. In the future revision, consider the requirement to replenish the lamp with a cover.
2. Energy efficiency rating of technical indicators According to the principle of energy efficiency classification, the status of domestic self-ballasted fluorescent lamps production, and the results of engineering analysis and technical economic analysis, the energy efficiency rating of self-ballasted fluorescent lamps is determined.
Energy efficiency limit (level 3)
The energy efficiency limit of self-ballasted fluorescent lamps is consistent with the minimum luminous efficacy specified in GB/T17263-2003. Compared with the US Energy Star technical requirements, except for the 5W~8W power section, the light efficiency requirements are slightly lower, and other ENERGY STAR technical requirements are equivalent. Such high light efficiency requirements, coupled with the mandatory requirement of a 2000-hour lumen maintenance rate of not less than 80%, can basically limit the "halogen powder lamp" to the market.
Energy saving evaluation value (level 2) and target value (level 1)
The energy-saving evaluation value (level 2) and target value (level 1) of self-ballasted fluorescent lamps are mainly based on more than 500 measured data of domestic products in the past two years, which can be statistically analyzed, according to the principle of division of energy efficiency levels, and after engineering And economic analysis determined later.
According to the principle of energy efficiency classification, products can only apply for energy-saving certification if they reach level 2 or higher. Generally, in accordance with the requirements of the National Certification and Accreditation Administration, the Energy Conservation Product Certification Center will formulate implementation rules in accordance with the requirements of this standard. In addition to the light efficiency specified in this standard, the energy efficiency rating of Class 2 and 2000 hours shall not be less than 80. In addition to %, in order to ensure the energy-saving performance of the product, some performance requirements and testing requirements will be added.
According to the relevant provisions of the second chapter of the "China Energy-Saving Products Certification Management Measures" certification requirements, enterprises applying for energy-saving certification, in addition to the product's energy efficiency to comply with the relevant standards, its safety and performance must also meet the requirements of national standards, and Sampling the products, testing the products according to the implementation rules of the Energy-Saving Product Certification Center, and also requiring the quality assurance capability of the enterprise. In other words, the products certified by the energy-saving products should be the “boutiques” of similar products, not only energy-saving but also quality. Guarantee.
China's energy-saving product certification adopts a voluntary approach, and the energy efficiency requirements are high. Not all products can be achieved. Enterprises can choose some specifications to apply for energy-saving product certification according to their own product strategies.

IV. Test Methods and Inspection Rules In order to harmonize with the performance standards GB/T10682 and GB/T17263, the two standard test methods for energy efficiency of fluorescent lamps adopt the corresponding test methods in their respective performance standards.
Because the energy efficiency limit value is mandatory in the energy efficiency standard, it is necessary to establish a test rule for the energy efficiency limit value in order to check the level of inspection and the consistency of the standards for the implementation of the standards. Regarding the energy-saving evaluation value test of the efficiency level, the enterprise should not restrict the death of the enterprise. The enterprise can perform the inspection rules according to its own according to the control of the quality; the supervision test for the energy efficiency rating and the energy-saving evaluation value is generally a sample.
