High-energy-consumption products exacerbate energy shortages According to the Notice, in recent years, investment in steel, cement, electrolytic aluminum, coke and other industries has grown too fast, production capacity has been blindly expanded, and high energy consumption such as billets and ingots, electrolytic aluminum, ferroalloys, and some non-ferrous metals The increase in exports of high-pollution and resource-based products has intensified the contradiction of domestic energy, raw materials and transportation, and the pressure on resources and environment.
In 2004, the export of unwrought aluminum, billet and steel, ferroalloy and yellow phosphorus produced electricity consumption of 49 billion kWh, accounting for 82% of the total power gap. If you consider transportation and other aspects, you will need more electricity.
Moreover, most of the energy-intensive products are products that seriously pollute the environment. The exhaust gas and waste water discharged during the coke production process, the fluoride produced during the production of electrolytic aluminum, and the dust generated during the production of ferroalloys are seriously polluting the environment.

The relevant departments have adopted a series of measures to reduce the total export volume, cancel or reduce the export tax rebate for some products, and impose export tariffs to curb the export of high-energy, high-pollution and resource products.
Coal export quotas were cut from 100 million tons in 2003 to 80 million tons in 2005. The volume of crude oil exports has been reduced from 5 million tons in 2003 to 1 million tons in 2005. Since the beginning of this year, the export tax rebates for various products such as electrolytic aluminum and ferroalloy have been cancelled, and the export tax rebate for steel has been reduced from 13% to 11%.
The "Notice" stated that the state will study the relevant tariff policies by protecting domestic resources, encouraging the import of resource commodities, promoting the healthy development of the electrolytic aluminum and ferroalloy industries, and combining the formulation of tariff plans next year. It will improve the electricity price formation mechanism of high-energy-consuming enterprises, continue to adhere to the differential electricity price policy, and combine the electricity price reform to widen the difference between different voltage levels. The low-voltage grade electricity price is appropriately increased, and the high-voltage grade electricity price is appropriately lowered. At the same time, it will strengthen the risk assessment of key regulated industries such as iron and steel, electrolytic aluminum and cement to ensure that financial institutions can better grasp the investment direction of loans.
According to the Notice, following the coal, coke and steel, on August 22, alumina and iron alloy ore will be included in the prohibition category of processing trade, and the new processing trade contract will be stopped.
