According to the plan, during the “Eleventh Five-Year Plan” period, the country will shut down small thermal power units of more than 50 million kilowatts, forming the capacity to save more than 50 million tons of standard coal and reduce the emission of sulfur dioxide by more than 160 tons, and build a number of large-scale high-efficiency environmental protection units and other Clean energy, renewable energy generator sets.

It is understood that the electrical industry is active in promoting this work, and clearly stated that standardization should accelerate the development of relevant standards for the development of high-efficiency clean power generation equipment, new energy and clean combustion power generation equipment, and UHV power transmission and transformation equipment. At the same time, it will also develop end-use energy products, such as transformers, motors, industrial boilers and other energy efficiency standards, in order to provide technical standards for the goal of smooth energy conservation and emission reduction.

Zhejiang Province has signed the 2007 annual energy-saving targets with the municipal governments of Hangzhou and Ningbo, and two letters of responsibility for shutting down small thermal power units in the “Eleventh Five-Year Plan”. With the gradual balance of power supply and demand in Zhejiang Province, small thermal power, which accounts for a large proportion, high energy consumption and heavy pollution, will become an important factor restricting the energy conservation and emission reduction of the power industry and affecting the entire energy conservation and consumption reduction work. During the “Eleventh Five-Year Plan” period, the province will phase out all medium-temperature and medium-pressure cogeneration and comprehensive utilization units, and dismantle all chain furnaces, coal-burning furnaces and all dispersed small boilers in the district heating district of the built thermal power plant.

Inner Mongolia optimizes thermal power structure. The Inner Mongolia Autonomous Region Government has proposed measures to further optimize the thermal power structure in Inner Mongolia and effectively reduce energy consumption pressure. Earlier, the government of the autonomous region had signed a letter of responsibility for shutting down small thermal power units with the National Development and Reform Commission, and clarified the scale and specific projects for the shutdown of small thermal power units during the 11th Five-Year Plan period. Small thermal power units shut down in Inner Mongolia are distributed in Hohhot, Baotou, Hulunbeier, Chifeng, Xilin Gol, Ordos, Bayannaoer and Wuhai.

The scope of shutdown is: conventional thermal power units with a unit capacity of 50,000 kilowatts or less; conventional thermal power units with a run of 20 years or less and a single unit of 100,000 kilowatts or less; all types of service units with a service life of less than 200,000 kilowatts. Units; power consumption standard coal consumption is higher than the average level of Inner Mongolia in 2005, 10% or the national average of 15% of coal-fired units, and various types of units that do not meet environmental emission standards.

Hubei deployed special governance. The “five special governance projects” of the Hubei Provincial Government are actively promoting. In the next few years, the province will focus on special rectification work such as small cement, small thermal power, small paper, urban sewage and comprehensive management of the “four lakes” basin. At this point, the special thermal power control project has begun to be implemented. The province will shut down 33 small thermal power units for a total of 1.302 million kilowatts.
