In October this year, the ancient town of Lampu, Zhongshan, Guangdong, ushered in the 20th China Ancient Town International Lighting Fair, attracting more than 70,000 domestic and foreign merchants from 163 countries and regions, and nearly 2,000 local lighting companies participated.

From "lighting the world to the world" to "front shop and back factory", then to "exhibition store linkage", from the pain of industrial transformation to leading innovation-driven development, Zhongshan Export Lighting Quality and Safety Demonstration Zone has embarked on a new path of quality leadership and innovation-driven development. .

"We understand too late"

After 30 years of development, Zhongshan has formed a lighting industry cluster as the center, covering the surrounding three cities, with an annual output value of nearly 100 billion yuan. The products are exported to more than 130 countries and regions of the lighting industry professional production base and wholesale market. At present, there are more than 1,000 registered lighting companies in Zhongshan, and the value of exports accounts for 23% of Guangdong's export lighting products.

But behind the glory, hidden dangers cannot be ignored. District Decheng, secretary-general of Zhongshan Lighting Industry Association, said that although there are many exporting lamps in Zhongshan, there are few large-scale leading enterprises, and the largest export lighting enterprises have an annual export volume of less than 50 million US dollars. At the same time, the overall quality control level is not high, and the construction of supporting public technology service platforms is relatively lagging. Many international certifications for export lighting are required to be sent to Guangzhou, Shenzhen and other places, with long testing cycle and high cost. In this context, the Zhongshan Export Lighting Demonstration Zone came into being.

Zhongshan Greenman Optoelectronics Technology Co., Ltd. is one of the top ten comprehensive strength enterprises assessed by Guangdong Lighting Association, and the first batch of enterprises in the demonstration area. However, in the early days of the demonstration area, the company did not cooperate very well.

“They think that they will increase operating costs.” Liang Jinan, chief of the Mechanical and Electrical Section of the Zhongshan Inspection and Quarantine Bureau of Guangdong, said, “Sometimes the staff of the demonstration area creation office will not pick up the phone.”

Wu Chunjing, director of the Zhongshan Bureau, said that the demonstration area will be made into a "fragrance" to attract enterprises. Under the coordination of relevant departments, the Demonstration Zone Establishment Office issued the “Zhongshan Export Lighting Quality and Safety Demonstration Zone Hui Enterprise Policy Compilation”, covering the participation subsidies, innovation vouchers, innovation system construction, international certification and testing, brand building, and independent knowledge. A total of 98 articles on property rights and customs clearance. The provincial and township finances will allocate a special construction fund of 4.2 million yuan in the demonstration area every year to provide financial support.

At the end of 2016, the deputy general manager of Greenman Light Company submitted the “entry zone” information to the Zhongshan Bureau. He said: "The demonstration area is really a good policy. We understand it too late."

“Focus on quality makes us taste the sweetness”

Zhongshan lighting companies are mostly small and medium-sized enterprises, the technical strength is weak, and the information channels are not smooth. The Zhongshan Bureau cooperates with foreign authoritative testing and certification institutions to provide enterprises with a package of technologies and certifications.

The Zhongshan Bureau Technology Center and the French Bureau Veritas International Inspection Group jointly established the IEECE CB System Certification Laboratory. This is the first time that an international authoritative inspection agency has entered the Zhongshan market, providing comprehensive solutions covering inspection, certification, training and customs clearance for Zhongshan related companies to achieve “local testing and global access”.

The company's quality awareness and quality control capabilities have also steadily increased. Zhongshan Taiteng Lighting Co., Ltd. invested nearly 10 million yuan to purchase imported test equipment and built a professional-level safety certification laboratory. In the quality control process, electromagnetic compatibility and melt index testing for plastic materials are also carried out, and the data is regularly compared with the laboratory of the inspection and quarantine department. “TaiTeng Lighting has never been returned by customers due to product quality problems. Focusing on quality has made us taste the sweetness,” said Hu Chenguang, deputy general manager of the company's Quality Assurance Division.

Through the support of policies and technology, the development of Zhongshan's export lighting industry has been injected with strong momentum. At present, three Chinese export quality and safety demonstration enterprises have been born in 50 enterprises in the zone, accounting for half of the lighting companies selected by the country. In the Zhongshan lighting industry, counterfeit and shoddy products, foreign notifications and returns have dropped significantly. In the first half of this year, the rate of unqualified inspections of export lighting products dropped from 4% last year to 4%, and the number of export returned products dropped by half. In contrast, on the basis of a substantial increase of 30% in 2016, the export volume of Zhongshan Lighting in the first half of 2017 exceeded RMB 5 billion, a year-on-year increase of 46.6%. Among them, the contribution of enterprises entering the zone accounted for 40% of the total, which has become a "key minority" in the development of the industry.
