The sales growth rate of semiconductor lighting products in the Japanese market has been far ahead of other countries. According to statistics, in the context of energy conservation, the annual growth rate of the LED market reaches 70% to 80%, and the market capacity in 2010 will reach US$1.1 billion. It will reach 11 billion U.S. dollars. On July 1, 2011, the Ministry of Economy, Trade and Industry of Japan issued the "Decree on Revising Part of the Enforcement Order of Electrical Appliance Safety Law." According to the latest regulations of the decree, LED light bulbs and LED light fixtures entering the Japanese market will be required to be affixed with the round PSE mark on July 1, 2012. This indicates that "LED lamps" and "LED lamps" have become the targets of the "Electrical Appliance Safety Law."

The safety and electromagnetic compatibility standards for Japanese LED product certification currently only have 1 provincial order, and the coordination standards for 2 provincial orders have not yet been issued. Therefore, LED-related IEC standards are not covered by the Electrical Appliance Safety Act. Starting from July 1, 2012, the most feasible and cost-effective method is to manufacture LED bulbs and LED light fixtures based on a technical benchmark of the Japanese provincial order 1.

Yasushi Watanabe, head of the lighting apparatus test group at the Yokohama Plant of the Japan Institute of Electrical Equipment and Safety, said: "The light source of some electrical appliances is LED but it is not classified as a newly-established LED lighting."

According to reports, electrical appliances that are still classified as electrical safety regulations have been used in the following: table lamps, rechargeable flashlights, portable lights, advertising lights, garden lights, and decorative lights. The LED light bulbs or LED lights classified as newly-established include: household fluorescent chandeliers, incandescent bulbs, fluorescent lamps, other incandescent lamps, and other discharge lamps. Tsutsumi Matsushita explained: "To date, the electric safety regulations do not specify the name of the electric appliance used as a light source. When it is used as a light source, it is still classified as the name of the electric appliance used so far."

The new regulations also specify the marking methods for LED bulbs and LED luminaires. For LED bulbs, the rated voltage (excluding fluorescent lamps without built-in ballasts) and the rated power must be identified. The marking method is easy to see on the surface of the bulb and it is not easy to use; the LED lamp must be rated. Voltage, rated power (if the rated power is the same as the rated power of the light source, indicating that the rated power of the light source is used, it can be excluded), applicable light source rated power (only light sources that can be exchanged by general users), rated frequency (if rated frequency The rated frequency of the light source is the same, indicating the rated frequency of the applicable light source, except for), outdoor lighting (only for other incandescent lamps, other discharge lamps and LED lamps), indoor lighting (advertising lights and portable lights only), double Insulation construction lamps shall be marked with double insulation signs. The marking method is easy to see on the surface of the LED lamp, and it is marked by a method that cannot be easily eliminated.

In addition, because LED bulbs and LED light fixtures are sold to the Japanese market, they are marked with Japanese characters.
